 he First Conference of States Parties (CSP1) took place in Cancun\, Mexico
 \, 24-27 August 2015. The first CSP gathered some 450 delegates from 69 St
 ates Parties\, 40 Signatory states\, 11 Observer states and 10 organizatio
 ns (List of Participants is below). CSP1’s High Level Segment on 24 Augu
 st was opened by H.E. José Antonio Meade Kuribreña\, Minister of Foreign
  Affairs of Mexico. CSP1 was officially opened on 25 August. During the fi
 rst plenary meeting\, Ambassador Jorge Lomónaco\, Permanent Representativ
 e of Mexico to the United Nations Office in Geneva\, was elected as the Pr
 esident of the CSP1.Major decisions of the ConferenceAdopted by consensus 
 the Rules of Procedures and the Financial Rules and took note with appreci
 ation of the reporting templates.Approved by consensus to designate Geneva
 \, Switzerland as the seat of the Secretariat.Decided upon the appointment
  of Mr Simeon Dumisani Dladla from South Africa\, as the first Head of the
  Secretariat of the Arms Trade TreatyEstablished a Management Committee co
 mposed of States Parties: Côte d'Ivoire\, Czech Republic\, France\, Jamai
 ca\, Japan and Nigeria.Elected Ambassador Emmanuel E. Imohe from Nigeria a
