Sixth Conference of States Parties to the

The Sixth Conference of States Parties is scheduled to take place from 17-21 August 2020. In light of the uncertainty brought about by the COVID-19 outbreak and the ability to hold large meetings, States Parties have decided, via silence procedure, to conduct CSP6 through written procedure. The announcement of the CSP6 President-designate regrding this decision is available here.

This means there will not be an in-person meeting in Geneva, as originally planned. Instead, stakeholders will participate in the Conference through written interventions, and decisions of the Conference will be taken by States Parties via silence procedure. Details of how to participate in the Conference and how decisions will be made, are included below.

Registration for and participation in CSP6

On or by 15 July 2020, the ATT Secretariat will circulate an invitation to States and other stakeholders to register for CSP6 by 07 August 2020 by submitting a note verbale or formal letter confirming the participation of their State or organisation in CSP6. The ATT Secretariat will acknowledge all States Parties, Signatory States, Observer States, international organisations, regional organisations, civil society representatives, NGOs and industry representatives States and other stakeholders that register for CSP6, and will include them in the List of Participants of the Conference, to be posted on the ATT website. Every State that registers for CSP6 will be considered to have participated in the Conference and to have been ‘in attendance’ for the purposes of Rule 5 of the ATT Financial Rules.

CSP6 Documentation

The ATT Secretariat will also circulate all CSP6 documents to States Parties and other Conference participants on 17 July 2020 for their consideration.

Adopting decisions of CSP6

On 29 July 2020, the ATT Secretariat will circulate the draft decisions to be considered for adoption by CSP6 to all States Parties. Each draft decision will be presented separately to States Parties for consideration and adoption via silence procedure based on Rule 41(3) of the ATT Rules of Procedure, with a deadline set at 20 days, starting on 29 July 2020 and expiring on 17 August 2020.

Submitting statements to CSP6

States Parties and other stakeholders will have an opportunity to submit any written statements to the Conference, including general statements (usually delivered during the CSP agenda item titled ‘General Debate’). States Parties and other stakeholders are hereby invited to submit any such written statements to the ATT Secretariat at info@thearmstradetreaty.org by 14 August 2020. The ATT Secretariat will make all statements publicly available on the CSP6 webpage.

Final Report of CSP6

There will be a Final Report of CSP6 in a format adapted to the special situation, which will record the names of the States and other stakeholders that participated in the Conference, the reports and documents submitted to the Conference, and the decisions adopted by CSP6 via silence procedure. The Final Report will be circulated by the ATT Secretariat on 21 August 2020 and posted on the ATT website.

Timeline

In summary, the timeline of steps towards the proposed holding of CSP6 through written procedure are as follows:

17 July                        Final CSP6 documents circulated to States Parties and other Conference participants for consideration

29 July                      ATT Secretariat circulates the draft decisions to States Parties to be considered for possible adoption by CSP6 via silence ​procedure

14 August                   Deadline (17h00 (CEST)) for States Parties and Conference participants to submit written statements

Registration


 The registration to CSP6 will be open from 15 July to 07 August 2020.

With reference to the ATT Rules of Procedure (RoP) (here), the following registration process applies for the different categories of delegations who wish to attend the Sixth Conference of States Parties to the Arms Trade Treaty (CSP6).

States Parties, Signatory States and Observer States wishing to participate in CSP6 (in accordance with RoP 1, 2 or 3) should submit a NOTE VERBALE indicating the name of the State to the Head of the ATT Secretariat.

PLEASE NOTE: Every State that registers for CSP6 will be considered to have participated in the Conference and to have been 'in attendance' for the purposes of Rule 5 of the ATT Financial Rules.

International and Regional Organizations wishing to participate in CSP6 (in accordance with RoP 4) should submit a NOTE VERBALE indicating the name of the organization to the Head of the ATT Secretariat.

Civil Society Organizations including NGOs and Industry wishing to participate in CSP6 (in accordance with RoP 5) should submit a FORMAL LETTER indicating the name of the entity to the President of the Conference (through the ATT Secretariat) requesting to participate.

Please note: Where NGOs and industry representatives are registering for the Conference with an international coalition of NGOs or an association representing industry, a single FORMAL LETTER from the international coalition or industry association listing the names of the organizations/companies represented is considered to be equivalent to an individual letter from each organization/company.

All Notes Verbales/Formal Letters should be submitted to the ATT Secretariat by 07 August 2020 at registration@thearmstradetreaty.org

Due to the special format of this meeting, there is no requirement to register online, as per the usual practice. There is also no requirement to list the members of the delegation, and indication of the State, organization or entity participating is sufficient. This is what will be included in the List of Participants for the Conference.

In accordance with the decision of States Parties, the following draft decisions have been circulated to all States Parties for consideration and adoption by silence procedure based on Rule 41(3) of the ATT Rules of Procedure. The draft decisions include administrative decisions necessary to continue the work of the ATT (such as the election of the CSP7 President and adoption of the budget for 2021) as well as decisions derived from conclusions and recommendations contained in Conference documents, which are the result of in-person and online consultations with all stakeholders conducted by the various authors during the CSP6 cycle.

The draft decisions are made publicly available here for information purposes only. Only States Parties may participate in the process of adopting decisions by silence procedure in accordance with Rule 41(3). As soon as the deadline for adoption of each decision by silence procedure has expired, the President will inform States Parties if a decision has been adopted, and this will be indicated on this website.

CSP6 Statements


As there will not be an in-person meeting in Geneva for CSP6, stakeholders will participate in the Conference through written statements, and decisions of the Conference will be taken by States Parties via silence procedure.

                                                                                                                                                                                                                                             Statements may be submitted in any of the official languages of the Conference (Arabic, English, French Spanish, Chinese and Russian). However, written statements submitted to CSP6 will not be translated and so stakeholders are encouraged to provide translations where possible.

As there will not be an in-person meeting in Geneva for CSP6, it will not be possible to hold in-person side events in Geneva.

However, any State or organization that wishes/plans to hold a virtual side event or webinar during the week of 17-21 August is welcome to inform the ATT Secretariat of the event by sending an email to: info@thearmstradetreaty.org , and we will post the information on the CSP6 webpage for all stakeholders to consult.

  3. Time (including time zone), and
  4. Access link (including a password, if required to access the event).

Please be advised that side event organisers will be responsible for hosting and facilitating such virtual events.
