CSP7 OPENING SESSION

1.        The opening session of the Conference will take place on Monday, 30 August 2021, from 13h00 -13h45 and will be addressed by the following invited speakers:

THEMATIC DISCUSSION ON SMALL ARMS AND LIGHT WEAPONS AND STOCKPILE MANAGEMENT

2.              The thematic discussion on Small Arms and Light Weapons, and Stockpile Management will take place from 14h00 to 15h00. The session will take the format of a panel discussion involving the following persons:

CSP7 Speakers' List


The Speakers’ List for the Seventh Conference of States Parties (CSP7) to the Arms Trade Treaty is now open.

How to be included in the Speakers’ List

 

With reference to the Rules of Procedure (see below), CSP7 participants wishing to be included in the list of speakers for one or more agenda items should submit a request to the ATT Secretariat at info@thearmstradetreaty.org with the following information:

  1. Subject title: CSP7 Speakers’ List
  2. Name of the State or organization wishing to speak
  3. Name of the delegate who will speak on behalf of the State or organization (if known)

  4. The Day(s) or Date(s) the State or organization wishes to speak (information regarding dates and times of agenda items is available in the CSP7 Provisional Programme of Work - English   Arabic   Chinese   French   Russian   Spanish
  5. The Agenda item(s) the State or organization wishes to speak under (e.g., Agenda item 5, Treaty Universalization)

*Please note: due to time constraints, as indicated in the President’s letter of 30 June 2021 announcing the outcome of consultations on the options for the format of CSP7, no General Debate will take place during CSP7 and so it will not be possible to make a statement under this agenda item. However, delegations are invited to submit general and other statements they would have made during a CSP General Debate to the ATT Secretariat at info@thearmstradetreaty.org and these will be published on the ATT website under ‘General Statements’, along with all other statements of the Conference (here).

 

Publication of the Speakers’ List

 

The ATT Secretariat will publish a list of speakers on the morning of each day of CSP7 on the ATT website (here), indicating the order in which participants inscribed on the list will be called on to speak under the relevant agenda item(s). Anyone wishing to speak must submit a request to the ATT Secretariat by 09.00 (CEST) on the day they wish to speak. Participants who submit a request to speak after this time, will not be included in the published list of speakers for the day in question and instead will need to request to speak during the meeting via the chat function (if they are participating virtually or in person) or by approaching the ATT Secretariat desk in the meeting room (if they are participating in person).

 

Participants who have not requested to be included in the list of speakers will still be able to request to take the floor during the meetings by sending a message through the chat function or approaching the ATT Secretariat desk in the meeting room requesting to take the floor and indicating the name of the State or organization that wishes to speak, as well as the name of the delegate who will speak.

Please also submit to the Secretariat electronic or hard copies of all statements provided during CSP7 to facilitate interpretation, time management and to enable posting on the ATT website.

Please note: All CSP7 sessions must completed within the allocated time as indicated in the CSP7 programme of work. Time limits will be strictly enforced by the chair of each session to ensure that all delegates wishing to speak have the opportunity to do so, and to avoid sessions running over time.

The speakers list shall be drawn according to the provisions of the ATT Rules of Procedure quoted below:

Rule 20 – Statements (extract from ATT Rules of Procedure)

  1. No representative may address the Conference without having previously obtained the permission of the President. The President shall call upon speakers in the order in which they signify their desire to speak.
  2. The Secretariat shall be in charge of drawing up a list of speakers. Unless otherwise decided by the President for each specific session, observers States shall be invited to speak only after the list of speakers of States Parties and signatory States has been exhausted and other observers may speak thereafter. When a statement is delivered on behalf of a group of States Parties and signatory States, this statement is pronounced in priority.
  3. The debate shall be confined to the item before the Conference, and the President may call a speaker to order if his/her remarks are not relevant to the item under discussion. Speakers who continue to make remarks not relevant to the item under discussion shall have their speaking rights withdrawn for the duration of the debate.
  4. The President may limit the time allowed to each speaker and the number of times each representative may speak on any question. When a limit has been set and a speaker exceeds the allotted time, the President shall call him/her to order without delay.

During the course of a debate, the President may announce the list of speakers and, with the consent of the Conference, declare the list closed.

CSP7 Side Events


Printable version of all side events

 Any State or organization that wishes/plans to hold a virtual side event or webinar during the week of 30  August to 03 September 2021 is welcome to inform the ATT Secretariat of the event by sending an email to: info@thearmstradetreaty.org, and we will post the information on the CSP7 webpage for all stakeholders to consult. Anyone planning to hold a side event during this week is encouraged to schedule the event to commence prior to the start or after the close of the plenary session taking place from 13:00-16:00 (CET) every day of the Conference.                                                                                                                                            

Please include the following information in your notification:

  1. Title of the event,
  2. Date of the event,
  3. Time (including time zone), and
  4. Access link (including a password, if required to access the event).

Please be advised that side event organisers will be responsible for hosting and facilitating such virtual events.

Participation in CSP7 and Testing of platform


Participation

The Seventh Conference of States Parties (CSP7) will be held in a hybrid format. This means that a limited number of delegates will be able to participate in the Conference in person, and other delegates will participate virtually via the online platform (Zoom).

 

Participation at Conference Venue (CICG)
  • One seat per delegation: In accordance with the CICG policy on the implementation of current COVID-19 related restrictions set by the Swiss authorities, each registered delegation will be allocated one seat at the Conference venue to enable one representative from each delegation at a time to participate in the Conference in person. 
  • COVID-19 measures at Conference venue: COVID-19 measures applicable at the Conference venue during CSP7 will be published on the ATT website two weeks in advance of the Conference.
  • Badges: Conference badges can be fetched at the Conference welcome desk from 10:30 every day during the Conference. Delegates are invited to pick up their badges early to avoid queuing.


Virtual Participation (Zoom Platform)
  • Access to the online platform: Delegates that have registered to the Conference will receive the link to the meetings on Friday, 27 August 2021. The link will be valid for all sessions of the Conference.
  • Interpretation from/into Arabic, Chinese, English, French, Russian and Spanish will be available during the Conference. Informatin on how to use the interpretation functionality on the Zoom platform is available here.
  • Personal Zoom profile: Delegates are requested to ensure that the name of the State or Organization they represent and their surname are displayed in their Zoom profile. This will help the meeting facilitators to identify delegates correctly, if they are called on to speak.
  • Headset: Delegates are encouraged to use a headset with integrated microphone. This will support interpreters in their work and contribute to good quality of interpretation.


Testing of online platform

Delegates who wish to test or confirm their ability to access the meeting platform are invited to participate in one of the testing sessions that will be hosted by the ATT Secretariat in advance of the Conference.

 

The ATT Secretariat will hold testing sessions on the following dates during the times indicated:

  • 25 August 2021, 08:00 - 10:00 Geneva time (CET)
  • 26 August 2021, 15:00 - 17:00 Geneva time (CET)

CSP7 Registration Process


The registration to CSP7 will be open from 12 July to 13 August 2021.

 

With reference to the ATT Rules of Procedure (RoP) (here), the following registration process applies for the different categories of delegations who wish to attend the Seventh Conference of States Parties to the Arms Trade Treaty (CSP7) that will be held in a hybrid format.

PLEASE NOTE: Note verbales and formal letters submitted for registration to CSP7 must list all delegates who will participate in person and/or remotely.

 

States Parties, Signatory States and Observer States wishing to send a delegation to CSP7 (in accordance with RoP 1, 2 or 3) should submit a NOTE VERBALE to the Head of the ATT Secretariat listing all delegates, indicating the full name and position of each delegate. The head of the delegation, alternate(s) and advisor(s) should be clearly indicated. In addition to this, each individual member of the delegation must register online (here).

PLEASE NOTE: Every State that registers for CSP7 will be considered to have participated in the Conference and to have been ‘in attendance’ for the purposes of Rule 5 of the ATT Financial Rules (here).

 

International and Regional Organizations wishing to send a delegation to CSP7 (in accordance with RoP 4) should submit a NOTE VERBALE to the Head of the ATT Secretariat listing all delegates, indicating the full name and position of each delegate. The head of the delegation, alternate(s) and advisor(s) should be clearly indicated. In addition to this, each individual member of the delegation must register online (here).

 

Civil Society Organizations including NGOs and Industry wishing to send a delegation to CSP7 (in accordance with RoP 5) should submit a FORMAL LETTER to the President of the Conference (through the ATT Secretariat) requesting to participate and listing all delegates, indicating the full name and position of each delegate. In addition to this, each individual member of the delegation must register online (here).

PLEASE NOTE: Where NGOs and industry representatives are registering for the Conference with an international coalition of NGOs or an association representing industry, a single FORMAL LETTER from the international coalition or industry association listing the names of the organizations/companies represented and their delegates is considered to be equivalent to an individual letter from each organization/company.

 

All notes verbales/formal letters should be submitted to the ATT Secretariat by 13 August 2021 at registration@thearmstradetreaty.org

Any changes in the composition of delegations should be submitted via note verbale/formal letter to registration@thearmstradetreaty.org by 13 August 2021.

 

Please note that the ATT Secretariat will send out a confirmation of accreditation as soon as the two parts of the registration process are completed, i.e.:

  • submission of note verbale by State/formal letter by Organization/Company
  • individual online registration (here) of all members of the delegation

    

Media representatives are requested to register online (here) and submit their credentials for accreditation to the ATT Secretariat at registration@thearmstradetreaty.org by 13 August 2017.

 

Objections by States Parties against the representation of a delegation

In accordance with Rule of Procedure 7.4, any objection notification of a State Party against the representation of a delegation received by the President at info@thearmstradetreaty.org by 10:00 CET Saturday, 28 August 2021 will be referred to the Conference for a procedural decision. In accordance with Rule of Procedure 7.5, any representative of a delegation whose participation has been objected to shall be seated provisionally until the Conference has given its decision.


CSP7 Sponsorship Programme


The Seventh Conference of States Parties (CSP7) to the Arms Trade Treaty is scheduled to take place from 30 August to 03 September 2021 in Geneva, Switzerland, in a hybrid format. This means that a limited number of delegates will be able to participate in the Conference in person, and the rest will participate virtually via Zoom.

Each delegation will be allocated one seat in the conference venue to enable one representative from each delegation to participate in the Conference in person. The ATT Secretariat is conscious that some States do not have a Mission or other consular representation in Geneva, Switzerland, and may not be able to send a local representative to attend the Conference in person.

Accordingly, a limited sponsorship programme is being offered only to States that do not have a Permanent Mission in Geneva, Switzerland, that wish to send a (single) representative to attend CSP7 in person.

States that qualify for the CSP7 Sponsorship Programme (i.e. that do not have a Permanent Mission in Geneva, Switzerland), that wish to apply for sponsorship to attend CSP7, are invited to nominate one (1) representative and to submit the following documents to the ATT Secretariat at: info@thearmstradeteaty.org :

·         Note Verbale signed by the relevant Government institution nominating the representative for sponsorship and indicating which ​meeting(s) the State wishes to attend;

·         Application form completed by the nominated representative (available here);

·         Copy of the applicant’s passport; and

·         Copy of applicant’s health insurance policy (if applicant has one).

The deadline for applications for CSP7 is 30 July 2021.

Applications received after this deadline will not be considered.

* Please note: There are travel restrictions in place in Switzerland due to the COVID-19 pandemic. Persons wishing to apply for the ATT Sponsorship Programme to attend CSP7 are encouraged to familiarize themselves with the requirements regarding testing prior to travel.

In addition, persons arriving from certain countries are required to quarantine for 10 days upon arrival in Switzerland. Any delegate coming from such a country, will need to arrive at least 10 days in advance of CSP7 (i.e. by 20 August 2021) and quarantine for 10 days. The ATT Sponsorship Programme will not cover the costs of the 10-day quarantine, and delegates will need to cover the costs associated with arriving in advance of CSP7.

It is brought to the attention of States that it is still possible to participate in CSP7 without being in Geneva in person, since the Conference will be held in a hybrid format and States can therefore participate virtually.

CSP7 Exhibitions


There is a possibility of holding exhibitions outside the conference room where the Seventh Conference of States Parties (CSP7) will be taking place at CICG, from 30 August – 03 September 2021.
