Development of Elements of a Draft Five-Year Strategy for the Arms Trade Treaty 

Call for Proposals (CFP)

At its Eleventh Conference of States Parties (CSP11), the Conference endorsed a mandate to elaborate elements of a draft five-year strategy for the Arms Trade Treaty (ATT) for consideration by the Conference no later than CSP13.

 

In this context, the ATT Secretariat is issuing a Call for Proposals and invites States Parties, Signatory States, Observer States, international and regional organizations, civil society, industry, and other relevant stakeholders to submit objectives and priorities, as well as possible actions and performance measures, to inform the elaboration of elements of the draft strategy.

Information and guidance on how to submit proposals are provided in the Call for Proposals Package. The package consists of the following four documents, which should be read together:

 

  • Call for Proposals Guidelines, setting out the background, mandate and methodological approach, and outlining the areas for which inputs are invited;  English   French    Spanish 
  • CFP Submission Form, to be completed by respondents and used as the primary means for submitting proposals;

  • Annex I – Strategy Format and Terminology, providing illustrative material related to possible strategy structure and terminology;   English    French     Spanish

Working Group on Effective Treaty Implementation (Monday to Wednesday, 16-18 March)

Working Group on Treaty Universalization (Wednesday 18 March)

 The draft annotated agenda (2 pages) includes the following annexes:

·        Annex A: CSP11 recommendations and suggestions regarding “Universalization as a Priority” 

·        Annex B: List of practical ratification/accession and domestication questions (welcomed by CSP10 and intended to guide delegations’ presentations and interventions under the agenda item on “Ratification/accession and national domestication practices”) 

·        Annex C: List of States that are the focus of ATT universalization efforts (in accordance with the WGTU workplan for ATT universalization efforts, welcomed by CSP10) 

Working Group on Transparency and Reporting (Thursday 19 March)

The draft annotated agenda (5 pages) includes an annex (1 page) with the list of practical implementation questions concerning “Reports to Cabinet and/or Parliament”, welcomed by CSP10 as part of the multi-year workplan for the WGTR and intended to guide delegations’ presentations and interventions on the topic in question

The ATT CSP12 Working Group meetings are scheduled to take place on 16 – 19 March 2026 at the Centre International de Conférences Genève (CICG), Geneva, Switzerland, between 10.00 and 18.00. These meetings will be held in-person, with an option to follow the proceedings via livestreaming. The ATT Secretariat is pleased to confirm that there are two options available for the holding of side events:

Option 1: in-person side events

Stakeholders are informed that it is possible to hold side events in person at the venue of the meetings in Geneva, the Centre International de Conférences Genève (CICG). Three rooms for each day of the meetings are reserved for this purpose and the ATT Secretariat hereby invites proposals for side events.

Please submit your request by sending a completed Side Event - Proposal Form  

to the ATT Secretariat at: info@thearmstradetreaty.org by 02 March 2026.

Option 2: virtual side events

Any State or organization that wishes/plans to hold a virtual side event or webinar during the week of 16 – 19 March 2026 is welcome to inform the ATT Secretariat of the event by sending an email to info@thearmstradetreaty.org, and we will post the information on the webpage for the Working Group meetings for all stakeholders to consult.

Please include the following information in your notification:

  • Title of the event,
  • Date of the event,
  • Time (including time zone), and
  • Access link (including a password, if required to access the event).

Please be advised that side event organisers will be responsible for hosting and facilitating such virtual events.

Please note that there is no option to hold a side event in hybrid format.

Anyone planning to hold a side event during this week is requested to schedule the event to take place outside the plenary sessions taking place from 10:00-13:00 and 15:00-18:00 (CEST) each day of the meetings.
